Outgoing Russian President Putin has declared himself to be Prime Minister in the newly formed government. While not as powerful as the President, the Prime Minister is no insignificant position, especially given Putin's situation: his hand-picked successor will be the next President.
Obviously, this is politics, so there are a lot of forces at play in Russia, but the fact remains that Putin is an ex-KGB officer with an ultra-nationalist streak and a penchant for helping Iran. The longer he remains in power, the more likely he'll cause real trouble.
