Who Pays For Cap-N-Tax?

Gateway Pundit points out the latest morphing of Barack Obama's position on his ultra-important cap-n-tax energy plan:

At Today’s Press Conference, President Obama Said That Climate Change Legislation Would Be “Paid For By The Polluters.”

PRES. OBAMA: “At a time of great fiscal challenges, this legislation is paid for by the polluters who currently emit the dangerous carbon emissions that contaminate the water we drink and pollute the air we breathe.” (President Obama, Press Conference, Washington, D.C., 6/23/09)

But, that isn't what he said last year.
Last year he told a reporter with The San Francisco Chronicle that his cap and trade energy plan would cause electricity rates to skyrocket:

"Under my plan of a cap and trade system electricity rates would necessarily skyrocket. Businesses would have to retrofit their operations. That will cost money. They will pass that cost onto consumers."

It's supremely convenient how the scrutiny of the public microscope suddenly changes the situation, isn't it? But, that's been Obama's SOP throughout his career in public office...as you well know from reading this blog.
